BASIC FUNCTION:

 

Under the direction of the Chief Accountability Officer, the Executive Director, Organizational Effectiveness, provides leadership to align information technology, research and assessment policies, programs, and services to support the district’s strategic plan. This includes supervisory responsibilities for staff engaged in the following functions: project management, data utilization and visualization, technology planning, process reengineering, applications implementation and development, technology training, voice and data telecommunications, systems and network support, help desk services, instructional software and delivery systems, technology procurement, and state and federal compliance.

 

The duties include but are not limited to supervision of division administrators and assigned staff; working cooperatively with and supporting colleagues district-wide to increase academic achievement; assist the district in achieving established goals under the strategic plan; complying with federal and state laws, regulations, policies, and procedures; and, regular interaction with administrators, other district staff, the Board of Directors, community leaders, parents, patrons, and vendors.

 

REPRESENTATIVE DUTIES:

  • Designs, develops, implements and evaluates organizational strategies that facilitate the alignment and integration of people, processes and technology; strategy and vision; leadership and staff; and systemic goals and culture.
  • Leads the district in research and development and coordinates the functions of Organizational Effectiveness with other communities of the district to create effective strategies that ensure system alignment, efficient services, and expected outcomes.
  • Provides leadership, direction, and expertise in technological innovation, and promotes the effective and efficient utilization of a wide variety of software and equipment as it relates to technological advances across the division; supervises assigned administrative, professional, and support staff; coordinates executive-level functions with other cabinet-level administrators and the superintendent. Establishes a climate within the areas of responsibility that is conducive to appropriate conduct, performance, attitude, job satisfaction, and service orientation.
  • Develops, implements, and evaluates goals and objectives as they pertain to the areas of responsibility or the district as directed.
  • Promotes the district's mission and the attainment of increased academic achievement and accountability for all students; serves as an advocate for students; promotes commitment by parents and the community to the K-12 educational system; and, executes strategies to increase academic achievement in very diverse student populations and ensures positive school climates.
  • Promotes the innovative use of technology for enhancing teaching and learning, standards, data analysis, formative assessments, extending the learning time 24/7, and on-demand learning for both students and staff.
  • Leads the development of technology applications as to ensure security and maximize efficiencies in operations.
  • Directs the operation and deployment strategy of technology in the district, ensuring that the daily tactical operation of technology is aligned with the district’s strategic plan.
  • Represents interests and presents concerns of division staff to Superintendent's cabinet and Board of Directors. Directs the development and approves the departmental budgets for assigned area of responsibilities.
  • Follows a planned professional growth program: participates actively in local, state, and national professional associations/organizations, and studies local, state, and national guidelines for effective services in assigned areas of responsibility.
  • Functions as a member of the district’s Cabinet, and Leadership Team, coordinates with other district and school administrators in the areas of assigned responsibility.
  • Supervises and evaluates the performance of assigned staff; interviews and selects employees, and recommends transfers, reassignments, terminations, and disciplinary actions; plans, coordinates, and arranges for appropriate training of subordinates; and, provides leadership and direction for programs under the supervision of these employees.
  • Directs the preparation and maintenance of a variety of narrative and statistical reports (including state and federal reports as required), records, and files; and prepares agendas and memos.
  • Assures accurate and timely dissemination of information.

 

  • Serves as an articulate, informed spokesperson for the district at both formal and informal speaking engagements and in the development of written documents describing district programs.
  • Represents the district, when so assigned, in social, organizational, ceremonial, political, or other functions.
  • Attends all Board of Directors meetings.

 

 

Performs all other duties as assigned.

 

REQUIRED QUALIFICATIONS*:

 

  • Bachelor’s degree in business administration, educational administration, computer science, information technology, information management, or related field.
  • Minimum of five (5) years of progressively responsible experience in innovative technology/program management, including supervisory experience.
  • Thorough knowledge of effective and innovative school and district technology/school and community partnerships/data planning, systems and process design, and implementation; effective application of technology to enhance teaching and learning, and demonstrated success as an educational leader.

 

 

PREFERRED QUALIFICATIONS*:

 

  • Masters degree in related field.
  • Proven successful experience in serving as an executive cabinet-level administrator in urban public education.
  • Proven successful experience in implementing, managing, and directing a variety of large-scale technology-related programs and/or operations in a large urban school district.
  • Proven successful experience in an ethnically diverse public school district.
  • Proven successful experience in working and learning in a Professional Learning Community.
  • Exceptional background in all areas related to the division’s function.
  • Completion of courses in computer science, technology, technology integration, communications, school and community partnerships, etc., relative to the division’s function.
  • Information Technology Infrastructure Library (ITIL) Certified.
  • Washington Multiple or Single Subject Teaching Credential.
  • Washington Superintendent and/or District Administrative Credential.

 

Employment eligibility that may include fingerprints, health (TB), and/or other employment clearance.

 

Must have valid driver’s license and automobile available for use. Must be willing to attend evening and weekend meetings.

 

REQUIRED KNOWLEDGE AND ABILITIES:

 

Knowledge of:

 

    • Organizational theory and its application in large school districts, including familiarity with “systems thinking,” the ability to analyze organizational situations from structural, human resource, political, and symbolic frames.
    • Principles, practices, trends, goals, and objectives of public education.
    • Effective principles and practices of management and supervisory methods.
    • Systems alignment and planning methods.
  • Philosophical, educational, fiscal, and legal aspects affecting areas of responsibility.

 

    • Research/theory, best practices, and technical aspects of areas of responsibility, including but not limited to: using data to drive decision making, computer hardware and software applications, programming techniques and system development (including capabilities and limitations, service requirements, and associated costs).
  • Investigation techniques and procedures.

 

  • Research methods and report writing techniques.
  • Record-keeping techniques.
  • Applicable federal, state, and local laws, codes, regulations, policies, procedures, and case law related to assigned activities.
  • District organization, operations, policies, and procedures.
  • Educational and business technology programs, procedures and methods, computer equipment, and computer software necessary to perform required duties.
  • Budget preparation and control.
  • Oral and written communication skills, including English usage, grammar, spelling, punctuation, vocabulary, composition, and skills in mathematics.

(*Allowable Substitutions: Any combination of education, experience, and training which provides the incumbent/applicant with the knowledge, skills, and ability required to perform the work, as determined by the district. Qualifying work experience, as identified by the chief human resources officer, may substitute for the education preference beyond a master’s degree.)
